The College of Integrated Circuits at Zhejiang University was established in December 2023, formerly known as the School of Microelectronics (Microelectronics College), which was established in June 2015. It was one of the first batch of "National Demonstration Microelectronics Colleges" approved by the Ministry of Education, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Finance, and the Bureau of Foreign Experts Affairs. Based on the disciplinary advantages and characteristics of Zhejiang University, the college has undertaken more than 200 scientific research projects and won one first prize, one second prize, and one second prize of the National Science and Technology Progress Award. The current president of the college is Wu Hanming, an expert in integrated circuit manufacturing technology and an academician of the CAE Member. The honorary president is Professor Yan Xiaolang, an expert in integrated circuit design technology and director of the expert committee of the China Semiconductor Industry Association.

China is rapidly emerging as a global hub for the semiconductor industry, encompassing academia, industry, and market growth. However, young Chinese researchers, especially students, often lack opportunities to participate in IEEE conferences. Meanwhile, international peers are eager to gain firsthand insights into China’s rapidly expanding semiconductor sector. In response to these needs, ICTA was established by a group of Chinese scholars and will be held annually in China. It aims to serve as a comprehensive and advanced forum for showcasing IC design, technologies, and applications on a global scale.
